City staff told the Poulsbo Parks & Recreation Commission that Washington State Department of Transportation (WSDOT) is preparing to transfer a mitigation parcel along Highway 305 that the city has been tracking for years.
The parcel, described in staff slides as roughly 13 acres, sits between Highway 305 and 4th Avenue and could connect to the Klingle property, Kiwanis Park and Fish Park via passive trails. "We've received council approval to fund $8,000 in real estate services, and WSDOT is transferring that property over to us," staff said. They cautioned the transfer process could take up to two years.
Commissioners questioned developability because of wetlands and access. Staff said the parcel is intended for passive park uses rather than development and promised to circulate slides and satellite images showing property lines and the smaller secondary sliver parcel that may be for sale. "That property can connect with 4th Avenue, which can connect with the Klingle property... and it would be instrumental," staff said.
Staff asked commissioners to await the detailed slides but noted the city holds a first right of refusal on a smaller adjacent lot. The commission asked staff to follow up with more precise maps and the timetable for any purchase options or council decisions.
