County approves $7,615 amendment for wetland-credit work while federal funding pause persists

Commissioners authorized Amendment No. 4 to Birch Ecology’s services contract to pay the consultant for work already undertaken on wetland credits for the County Road 522 (Flying Hills) mitigation project. Manager told the board the amendment increases the contract by $7,615 to a not-to-exceed amount of $28,014 to finalize work on credit purchase efforts tied to a B2E (environmental/drought mitigation) project.
Staff emphasized federal uncertainty: wetland credits in question are connected to one of 17 B2E projects proposed for Inflation Reduction Act funding and a current federal pause on certain disbursements is in place. Manager and commissioners agreed the preferred option remains purchasing credits if federal funding is released; in the near term they approved payment for completed consultant work and directed staff to report back before proceeding with final design if federal funds remain paused.
