Board renews Estates at The Bluff special-use permit for five years amid resident affordability concerns

Community Development planner Hannah Zagon presented staff’s recommendation to renew the special-use permit for Estates at The Bluff mobile-home park and to extend the permit for a five-year term, with the term to expire on 03/21/2030 and all conditions in Resolution 2024-218 remaining in effect.
"We are recommending a 5 year term for the special use permit, which would expire on 03/21/2030 with 1 condition, which is all conditions contained within the existing resolution number 2024-218 shall remain in full force and effect," Hannah Zagon told the board. During public comment a long-term resident who identified himself as a trailer-park tenant on Social Security said rents had doubled in two years and that rising costs could force him to move.
County Attorney advised the board the county does not have authority in the permitting process to set or limit private rental rates; staff and commissioners suggested the resident seek assistance from local nonprofit programs such as Mountain Family Center and the Grand Foundation to address immediate needs. The board voted to approve the special-use permit renewal as presented by staff.
