County says it will reach pavement‑preservation phase sooner than planned after multi‑year works

County consulting engineer Tim Gagnon briefed the board on the updated asphalt plan, inventory and proposed 2025 projects. He said 2024 chip seal work and planned 2025 resurfacing on several county roads aim to move the county from a catch‑up maintenance phase into a pavement‑preservation model.
"In 2024 we were able to double chip seal 38 subdivision county roads," Gagnon said, and he described 2025 plans that include full removal and replacement on several main roads plus adding asphalt to short gravel gaps (County Road 5221 and County Road 832/834). Commissioners discussed adding an apron on County Road 1 near Highway 9 to reduce washboarding and the possibility of grouping regional projects to reduce mobilization costs.
Gagnon said timely preventative maintenance is cost effective — allowing the county to avoid substantially higher reconstruction costs later — and noted that, with current work, the county could achieve a preservation‑stage asset plan well ahead of earlier estimates.
