City Manager Grayson (S7) told the council this workshop was the start of a longer process and said staff needs additional time and coordination with consultant Kevin Johnson before returning with deliverables.
"Not yet. I think this is the beginning of a process," Grayson said, noting the staff will use the council's direction to develop concrete proposals. Grayson added he expects to bring a formal proposal to the council on August 25 to begin the consultant engagement and further joint work between the council and executive team.
Kevin Johnson (S2) confirmed the engagement framework: he will work with Grayson and department directors to help convert council direction into prioritized initiatives, and staff will then present options and metrics the council can evaluate and adopt. Council and staff agreed to alternate staff‑only and council‑staff sessions as needed to keep the project moving.
