Bonnie K. Baxter said a state salinity advisory committee has discussed target elevations and salinity ranges intended to preserve key lakebed features. She said the committee used engineering adjustments to the railroad causeway breach to manage salt movement between arms of the lake and identified an elevation near "41 98" as a target range to keep microbialites and brine‑fly habitat underwater.
Panelists emphasized that salinity management and elevation targets are part of broader, adaptive strategies. Baxter warned that extreme salinity changes can harm birds directly by overwhelming salt‑regulating mechanisms and urged careful use of engineered interventions so that nutrients and organisms are not trapped in one arm of the lake.
