Board approves one-year special-use permit for Lockhart gravel pit near Kremmling

The board approved a special-use permit allowing Christina and Mitch Lockhart to operate a gravel pit about five miles east of Kremmling for an initial one-year term, with conditions recommended by planning staff.
Planning staff Hannah Zagon (speaker 15) told commissioners the Lockhart property comprises about 143 acres and will be mined for gravel and processed at an adjacent gravel facility; the applicants have a Division of Reclamation, Mining and Safety permit and are awaiting APEN approval. "The planning commission recommended unanimous approval on their October planning commission with no additional recommendations or conditions," Zagon said.
Applicant Mitch Lockhart (speaker 28) said he had informed neighbors before filing the application and that some of the material processing is managed on the adjacent family-owned pit. Commissioners asked procedural and contractor questions and staff said the recommended permit contains 11 standard conditions; the board voted to approve the special-use permit and authorized the chair to sign the paperwork. The approval is subject to compliance with the conditions and state permitting.
