Hernando County adopts $993.18 million FY2026 budget, lowers aggregate millage

The Hernando County Board of County Commissioners adopted the county's FY2026 budget totaling $993,180,713 following a final public hearing on Sept. 23.
County staff presented the plan and the component millage rates before the board took the required roll-call votes under the Truth in Millage Act. Albert Bertram, the staff presenter, told commissioners: "the total budget at the top there is $993,180,713." The board approved Resolution No. 2025-162 to set countywide millage rates and later approved the final budget by roll call (Resolution No. 2025-165); both measures passed unanimously.
The package reduces the aggregate proposed millage to 7.8275, down from an aggregate rollback rate of 8.0238. Bertram walked the board through the fund breakdowns the presentation handout: public safety accounts for 23.6% of the total budget, utilities roughly 37.1%, and the general fund—after adjustments from earlier hearings—totals $238,519,013 (24% of the total budget). He also reported the county's net expenses used for reserve calculations were $177,377,223 and the final reserve number shown was $38,566,459 (about 21.74% of net expenses).
Commissioners discussed the balance between holding reserves, funding capital projects and public safety priorities. The final roll-call on the budget (Resolution 2025-165) recorded five ayes and no nays. The board adjourned after the vote.
