Staff: Energize Langley microgrid engineering work finished; sites must seek implementation funding

Meredith Penney, community planning director, told council staff have received final reports for three Energize Langley sites and closed out the grant on April 15, which should trigger reimbursements for project expenses.
Penney said the project management team has offered to volunteer ongoing assistance, including grant‑writing help and letters of support, but it will fall to site hosts to pursue implementation funding. "It would be the obligation of the site hosts to pursue funding for implementation," she said.
Council members pressed about whether a Department of Commerce implementation round is expected. Penney said an implementation funding cycle had previously been referenced by Commerce and that the next likely open cycle would be in 2027, with projects implemented in a subsequent cycle (staff estimated potential implementation around 2029).
Public comment at the meeting raised questions about whether the Port or fairgrounds still plan to proceed on microgrid installations; a resident reported hearing that the Port “doesn't have the money” and that fairgrounds staff gave similar responses. Council and staff did not record a Port response at the meeting; staff recommended working with site hosts and volunteer project managers to keep momentum for the 2027 funding cycle.
