Residents urge fixes for stormwater, traffic and raise concerns about large solar arrays

During public comment, Langley resident Dylan Smalls described recurring stormwater runoff on Furman Avenue and safety concerns from drivers exceeding posted speeds. Smalls said new storm grates sometimes allow water to run down the middle of the single-lane street and asked the city to consider a shallow speed bump, street murals, signage or bioswales; he volunteered to help with maintenance.
"People are often going 20, 30 miles an hour on that street," Smalls said, asking the council to study traffic-calming options and noting there is no current budget for speed bumps.
Later, resident Mike Gellion spoke about solar microgrid feasibility work presented to the school board and local meetings. He urged caution about large flat-panel arrays proposed for fairground parking areas and asked whether systems included generators and maintenance plans. Gellion warned that placing tall panel structures above vendor areas and the horse arena could disrupt fairground uses and change the town—s visual character.
Council members thanked both speakers and referenced staff work already underway on stormwater and microgrid discussions; no council action was taken directly from the public comments beyond noting the concerns.
