Poulsbo council backs raising utility discount income threshold and moves forward on ADA ramp design

On infrastructure, staff described an ADA ramp replacement project covering about 60 ramps, funded in part by a $600,000 grant from the Transportation Improvement Board and traffic‑impact fees for remaining costs (project estimate ~ $750,000). Staff requested authorization to hire a consultant (KPG Soma) for design work (contract ≈ $99,000–$100,000). "We are required to have a transition plan and make a commitment to the ramps... we made a commitment to doing at least 20 a year," Diane said, and the council supported moving forward with consultant design to meet grant requirements and accessibility obligations.
