"We own 20% of the capacity of the treatment plant so technically we're responsible for 20% of the cost," staff member Diane said, noting the project estimate has grown from about $65 million two years ago to $149 million in the county CIP. Council members emphasized value engineering and asked about any conflicts of interest; staff said Parametrix has previously worked for the city but is not involved in the county treatment‑plant work and will act as an independent reviewer.
Council approved the Parametrix task authorization by voice vote and authorized the mayor to sign the task order. Members noted the county is engaged in value‑engineering work and that the city’s review can inform coordination and potential revisions to the ILA if needed.
