Poulsbo advances Knoll Road north-segment project; agrees to pay utility pole relocation estimated at ~$80,000

Public works staff presented the Knoll Road north-segment project and described a required utility relocation: a PSC pole that currently sits outside the project right-of-way must be moved for the new intersection and corridor improvements. The staff presentation included preliminary funding sources and schedule: the engineer's estimate for the construction package is about $12,300,000, with roughly $7.5 million already identified in federal and state grants; the remainder would be covered by real estate excise tax, impact fees and a bond. "The engineers estimate is about $12,300,000 and we have received a little over $7,500,000 in federal and state grants," staff said.

Because the pole is outside the public right-of-way, the city is required to pay PSC's relocation costs; staff estimated the relocation cost at approximately $80,000 and requested authorization to finalize the agreement and put the project on the consent agenda for signature. Council discussed the road-naming and the project schedule; staff indicated bid advertising is expected in the near term with construction anticipated to begin in 2026.
