Kim said the organization has already housed Poulsbo residents through existing programs and that residents of the Poulsbo Resource Recovery Center would receive placement priority at the new house. "They are asking for a 17,000 contribution from the city to open a recovery residence for women and women and children in Kingston," Kim said, explaining the request is a one-time ask rather than ongoing funding.
Councilmembers discussed precedent, county funding possibilities and how to ensure the city's investment is targeted to Poulsbo residents. Several members supported a one-time contribution and urged making the item a formal business-agenda item at the Nov. 6 meeting so council can consider conditions (priority placement for Poulsbo residents and program requirements). Staff and council agreed to bring the proposal back with any requested conditions and clarifications.
