Parks staff highlighted the Iverson Williams Waterfront Park improvement needs and said LTAC funds could help capital repairs at a frequently used park. Public Works staff outlined the public works facility schematic and explained right-sizing and phasing options to bring the estimated price down; project cost information will be refined before final budget commitments.
In utilities, staff described a county-led Central Kitsap wastewater upgrade that has risen in projected cost from prior estimates; the city's share could increase materially depending on final GCCM pricing and grant outcomes. Council members asked about phasing options, timing for design and construction, and the ability to shift projects based on grant availability.
Staff emphasized that the CIP is the six-year planning document and that the biennial budget will pick the next two years' implementation and funding commitments; staff will update financial plans and present a final CIP-aligned packet in the coming weeks.
