Council continues preliminary budget public hearing; staff will return with updated packet

Finance director Deb walked the council through the mayor's preliminary biennial budget binder, explaining the document structure, major fund categories and what will change between the preliminary and final budgets.
"This is the preliminary budget was in the binder... the 1st time you're going to see the mayor's proposed preliminary budget was made up of all of yours just basic numbers," Deb said in her presentation, noting the preliminary packet includes narratives, staffing levels and a budget calendar. She distinguished baseline adjustments, which sustain existing services, from new program requests that expand services.
Council members pressed staff on the debt schedule, the content and timing of baseline adjustments, and how the budget adoption works at the fund level. Deb said staff will provide a full updated packet next week that includes mayoral recommendations for baseline adjustments and new program requests and that the city will continue to update wage and benefit assumptions before the final budget.
Because no public commenters spoke during the hearing, the council voted to continue the preliminary budget public hearing to the next meeting so citizens and council members can review the full updated packet before final action.
