Commissioners hear concerns over e-bike speeds and enforcement on county trails

Park District Director David Hitehouse told the board that the national and state conversation about electric bikes complicates local policy: "The short answer is there's not really an answer to it now," he said, adding that "the bikes are classified not as motor vehicles but as bicycles," which limits county-wide prohibition outside of an ordinance. Hitehouse and commissioners highlighted recurring complaints from pedestrians and dog walkers about fast-moving e-bikes approaching from behind without warning.
Commissioners discussed enforcement trade-offs and cost. Hitehouse said enforcement is the primary constraint: "the issue on bypass for any bad behavior has always been enforcement," and he said the district would welcome a sheriff's deputy assigned to the multiuse trails if the sheriff supported the arrangement. Commissioners raised the possibility of splitting a deputy's time between park enforcement and regular duties but noted budget and sheriff cooperation would be necessary.
