Chairman Hancock opened the bid discussion and noted initial confusion in the bid packet: "It shows here that the site prep and plumbing is included in the price," he said while the engineer's documents reflected a different total. Commissioners reviewed two bids — Alpine Construction Management at $619,000 and Titan Steel at figures shown on different pages as $259,228 and $309,078 — and approved the lower Titan Steel total after Engineer Sam Scott confirmed the $309,078 figure. "Will review to make sure they have all of the information and licensing," Hancock added prior to the approval.
Commissioner Clark moved to approve the Titan Steel bid "contingent they met all of the bid requirement," Commissioner Young seconded, and a roll call vote was unanimous. The motion record shows all three commissioners voting in favor. The award is contingent on staff verification that the bid documents and required licenses are complete and that any discrepancies about site prep and plumbing are resolved.
The approval directs staff to verify licensing and bid completeness before executing the contract. The commissioners did not set a construction start date during the meeting; project scheduling and site-preparation scope will be confirmed by county engineering staff after the contingency check.
