The mayor recounted resident emails and inspections and said early mitigation steps included installing larger drain grates and sandbagging for immediate storms. "So at that point, I determined the issue constituted an emergency ... and that without quick corrective action, residents would likely experience additional storm damage and that it was the city's responsibility to take corrective action," the mayor said when explaining the city's emergency procurement steps.
Staff reported Kimley‑Horn completed a design phase for roughly $31,500 and an RFP followed; three bids were received and Gantt Excavating was selected with a construction price reported at roughly $139,600. Council discussed whether some repairs were being "cherry picked" and asked staff to produce documentation of emergency declarations, procurement steps and insurance handling; staff said an insurance claim previously reimbursed one resident for about $3,000 of damage and that the city would review finance/ordinance language that permits mayoral emergency procurement.
