Members at the Feb. 10 Personnel Committee meeting argued for a third‑party compensation study to benchmark the city’s pay against comparable jurisdictions and identify classification issues.
"I think we should hire a firm that can come in, they can look at our pay scale, compare it to the market," one committee member said, urging the council to budget for an outside consultant and include the work as a capital priority so funding is not postponed.
Speakers suggested the study should recognize that the city’s market includes nearby counties but that Charles Town cannot match the budgets of wealthier jurisdictions. Several members recommended separating specialized units—police and utilities—so recommendations reflect distinct recruitment pressures.
The committee directed staff to seek quotes and prepare cost estimates for the study to inform next year’s budget discussions.
