Board approves consent agenda after pulling and separately voting on Item 10
Summary

The Chair called for clarification on several votes before recording the outcome. Following the roll-call and a short procedural discussion, the Chair stated, "Motion passes."
Later in the meeting the board took a revote on consent item 11 after members requested clarification; the revote recorded ayes and at least one abstention and the item passed. The meeting record shows multiple procedural roll calls as the board clarified members' intentions on particular consent votes.
