Green said the health department currently pays most maintenance and utilities but that the lease language requiring the county to pay items over $2,000 creates uncertainty. He suggested exploring a structure where the county would cover a first-dollar amount each year (for example, the first $10,000) and the department would be responsible for the remainder of building maintenance costs.
