Board rejects exception to dust-control policy for Clay Creek product on Correctionville Road

County Engineer Laura Sievers explained that Woodbury County’s dust control policy has no exceptions and that landowners are expected to pay for dust control in front of their property. “We have a dust control policy. They can have dust control put down in front of their property. They do have to pay for it,” she said.
Board members described a roughly 0.5-mile stretch with Clay Creek product that continued to produce dust even after rain. Some supervisors urged a one-time county-funded remedy given the unusual surface material, while others emphasized the importance of policy consistency and warned that an exception could open the door to additional requests. The chair moved to approve payment for dust control at 6801 Correctionville Road and make an exception; the motion (moved by Nelson, seconded by Binger) failed on a 2–3 vote.
The board did not adopt a policy change at this meeting. Staff recommended that any broader policy amendment be considered before granting individual exceptions so that landowners are treated uniformly across the county.
