Code enforcement officer shows dated photos of pallets, vehicles and debris

Tom, the code enforcement officer, told the Northland Town Board he performed a drive-by inspection and issued notices after observing debris on the property's driveway and yard. He said he issued an initial notice after a 02/19/2025 drive-by and followed with a second notice after seeing persistent material. “I do not enter a person's property without permission, so all the photos were taken from the highway,” Tom said while presenting photographs.
The board labeled four photographs A–D during the hearing. The Chair identified photo A as dated 08/02/2025; the board recorded that photo B carried a 03/31/2026 date and photo C a 04/30/2026 date. Board members and the code officer described visible items in the images as a pickup (described as a Toyota Tacoma or older Tundra), stacked wood pallets, an old hot water heater and other miscellaneous debris. Tom also noted that under New York State rules, a motorized boat is treated as a motor vehicle for registration purposes, and that he had not entered private property to inspect boats or other items.
