Facilities noted the district’s debt capacity constrains how many major projects can be sold at once.
On the Environmental Science Center, staff said the existing building is in a special flood hazard area (floodway), which restricts rebuilding on the same footprint. The recommended approach is a two‑phase plan: phase 1 renovate the existing footprint (design and permitting ~5 months, construction ~8 months) with a soft launch planned for August 2027; phase 2 would add a new building on a nearby non‑floodplain site and finish by September 2029, connecting the two facilities with outdoor programming and trails. Staff emphasized that renovation is feasible but new construction on the floodway is not financially practical.
