The Richardson ISD Board of Trustees adopted a charter to create a 15‑member Citizens Bond Oversight Committee (CBOC) that will monitor and report on spending and progress for voter‑approved bond 2025 projects.
District staff said the committee will be advisory and monitoring only, not empowered to make project decisions. The charter proposes five seats drawn from the bond steering committee, five from the community budget steering committee, and five at‑large seats reserved for technical and functional experts; selection will use conflict‑of‑interest screening and random drawing where needed. The charter requires quarterly meetings, publication of reports and meeting minutes on the bond site, and an annual independent status report to the board. Trustees approved the charter 6–0.
