Officials highlight SPLOST funding, bonding to accelerate local projects

Chris Kingsbury, DeKalb County’s SPLOST program manager, described SPLOST revenue and the county’s approach to financing projects. Kingsbury said SPLOST provides capital for projects and noted that the county is bonding against future SPLOST receipts to move work forward without waiting for annual collections.
"SPLOST is a pay as you go. Every time you go to the store, we get that penny, comes back to the state," Kingsbury said. The County CEO added that the county is "bonding against projects" so work can start sooner rather than waiting for revenue to accumulate.
Kingsbury also said the county hopes to award a contract this fall for a major roundabout improvement at Constitution Road using a mix of Georgia Transportation Investment Bank dollars and SPLOST funds.
