Council members report on state policy, water costs and community events

Councilmember Greg Newton reported on the Cal Cities revenue and tax policy meeting in Orange County, noting a presentation from a Howard Jarvis-affiliated speaker on a measure to "save Prop 13" that would change voting thresholds for certain taxes and could lead to around $160,000 in transfer-tax effects for Norco; he said Measure R would remain grandfathered. Newton also listed several state bills of interest, including disaster-preparedness and housing-related measures.
Another councilmember reported the CDA board would meet to discuss the overall budget and mentioned a possible $15-per-acre-foot increase in water costs, compared with $13.66 per acre-foot earlier. Mayor Grundmeier had no report. Staff and councilmembers praised a community cleanup event that drew about 553 participants and announced upcoming events: an Easter egg hunt at Wayne Macon Sports Complex and a senior center volunteer social.
Council members thanked staff and volunteers for the cleanup and authorized staff to place temporary no-parking signs near a horse trail for Easter weekend. No formal council actions beyond routine announcements were taken.
