Resident urges Parks & Rec input on animal-control services; council approves contract
Summary

During public comment resident Bill Naylor asked that the proposed contract (agenda item 3d) to provide additional animal-control services to the city be reviewed by the Parks & Recreation Commission before final action, citing staff turnover and a desire for commission input.
City staff explained the proposed agreement is intended to cover staffing challenges and does not change operations; it provides the city flexibility to respond to events and inspect stock during rodeos and other gatherings. Councilmember Bosch moved to approve the consent calendar item and Councilmember Newton seconded; the motion passed unanimously. Council asked staff to inform the Parks & Recreation Commission about the arrangement and staff agreed to do so.
Naylor also renewed a previous request for no-parking signs on Corona between 6th and 7th Streets by St. Mel's to prevent cars from blocking horse trails during busy services; staff later said they would place signs before the upcoming Easter weekend.
