Commission approves ordinance to rename and refocus advisory board as 'Active Transportation'

Planning staff presented an ordinance on Aug. 6 to update city code references and the advisory-board name to reflect the city's adopted Active Transportation Master Plan. Joe Allen of Planning and Development Services said the draft replaces references to "bicycling, walking, and greenways" with the broader term "active transportation," adds micro-mobility to membership characteristics, and adds an event/program-management characteristic that the board requested.
Allen explained that the ordinance removes a specific board position representing environmental science and floodplain management because those responsibilities have been incorporated into other departments; staff said oversight on greenways and floodplain matters will move to the parks and public-works teams. The Bicycle, Pedestrian, and Greenways board voted unanimously in favor of the amendment on July 20. Commissioners raised questions about public understanding of the new term and how applicants' backgrounds would be described; staff said descriptive language will appear on board information materials. The commission voted to recommend approval and will forward its comments and the ordinance to City Council for action on Aug. 27.
