Board hears clarifications on bicycles, skateboards, service animals and locker availability
Summary
Committee members asked whether folding bikes, skateboards and certain animals are allowed; staff said small foldable bikes and skateboards carried by patrons are permitted but large unattended bikes should be left outside. Committee members raised several operational questions about what patrons may bring into the library and how the rules will be enforced.
When asked about folding bicycles, staff said small folding bikes or scooters that patrons can carry in were acceptable, but larger bicycles should remain outside and secured at a bike rack. On skateboards, staff said patrons could bring them in but should not ride them inside and leaving them unattended was discouraged.
The staff member explained the library’s approach to service animals: "There are two types. So what we like to do is we ask them if it is a, emotional support animal. If they answer yes, we say that is not allowed in the building," adding that staff may ask two qualifying questions about what service the animal performs to determine if it meets the definition of a service animal. The staff member said recognized service animals under the policy are typically dogs and miniature horses.
A committee member asked whether National City provides lockers for people experiencing homelessness. Staff said the city does not provide lockers; the library does not have a program of secure storage due to concerns about liability, cleanliness and unknown contents of items stored.
