Commission approves townhouse rezoning near Harvey Road after resident urges preserving trees

Garrett Seagraves of Planning and Development Services presented a request on Aug. 6 to rezone approximately 9.75 acres west of Harvey Road from a Planned Development District (PDD) to T (Townhouse). Seagraves said the proposed townhouse zoning aligns with the comprehensive plan and the previously approved Summit Crossing master development plan, enabling high-density single-family and attached housing behind the commercial frontage on Booneville Road.
Applicant Jesse Durden described the change as a market-driven move toward affordability: "We're...trying to get a more cost competitive product mostly for people to purchase and live in." During public comment, Steve Smith, a resident of 1720 Summit Crossing Lane, urged the commission to preserve established trees, saying, "Making money should not be the only thing... And it helps with flooding because water has some place to go." Commissioners asked about tree preservation, water mitigation at site-plan stage, and local road extensions; staff said water-mitigation measures would be addressed when a site plan is submitted and that a dedicated temporary turnaround and future extension (Ascend Lane/Sarah Lane alignment) are planned to provide internal access. After discussion, the commission approved the rezoning by voice vote and will forward its recommendation to City Council on Aug. 27.
