Committee approves trimmed MWBE goal for Whitehaven Clinic 2‑story project

The Shelby County MWBE Goal Setting Committee on May 6 voted to lower the combined minority/women business enterprise (MWBE) participation goal for a previously approved Whitehaven Clinic 2‑story construction project from 27.6% to 26%.

Dr. Hall moved to adjust the recommended MWBE goal for the Whitehaven Clinic construction from “27.6 percent to 26%,” and, following a suggestion from county counsel to include the financial differential, amended the motion to specify the revised contract amount. County Attorney Marcy Ingram advised: “If I may suggest you also include the differential in amount in your motion, if you wanna just edit it.” The committee recorded that the original approved amount was $4,105,177 and that subtracting the non‑applicable line item reduced the applicable amount by $194,002 to $3,911,174.34.

The chair explained the change was prompted after staff discovered a specialties line had been used in the prior calculation even though that line listed only two MBE firms and no WBEs out of nine firms, which distorted the goal projection. The chair said the dollar amount tied to that specialties line should be removed when computing the project goal.

The motion to adopt the corrected 26% goal and include the revised dollar amount was seconded by Administrator Gloucester and carried on recorded ayes from Dr. Hall, Schlosser, and Victor Anderson. The committee chair announced the item passed and recorded the new MWBE goal as 26% with an applicable contract amount of $3,911,174.34.

The committee added the corrected 2‑story project to the minutes for reconsideration and moved on to other agenda items. The committee’s next regular meeting is scheduled for May 20.
