"You don't have to have a buyer," Committee member said during the discussion, noting the town's process centers on the site plan and stated reasons. Staff added that some applicants subdivide before a purchase so a parcel will be ready for sale; the board said it considers the applicant's stated purpose but does not require an immediate buyer.
The exchange followed discussion of the Heritage Wind application, where the board reviewed whether Heritage Wind or the landowner, Joseph Mathis, should be listed as the applicant and how that choice affects recusal and voting concerns.
