City manager reports progress on Shops at Mission Viejo, Providence hospital tower, Costco gas station and other projects

City staff reported tenant-improvement permits pending for Wholesome Choice, shell work underway at the Shops at Mission Viejo (50,000 sq ft) with businesses expected by 2027, grading and phased construction for Providence Mission Hospital Tower 3 starting this spring, Costco gas station demolition underway with summer 2026 opening, Lucid dealership plans, and a submitted medical office building.
At the Jan. 13 meeting the city manager gave a development update. Staff said tenant improvement plans for Wholesome Choice are ready but awaiting approvals from the Orange County Health Department and the Santa Margarita Water District. The Shops at Mission Viejo expansion (about 50,000 square feet of outdoor restaurant and retail area) has site utility and pad work underway; shell buildings are expected by summer 2026 and tenant businesses by summer 2027.
Providence Mission Hospital’s grading and circulation work is on schedule with Tower 3 construction set to begin this spring and the overall project phased over the next five to six years. The Costco gas station demolition is underway; construction will start in early spring with a targeted summer 2026 opening. A Lucid car dealership will replace the former Infiniti site, with planning approvals and tenant improvement plans submitted; a new medical office building (MOB) plan was submitted late 2025 and is under review.
