During the consent portion of the meeting, the council approved multiple routine items while pulling items 7.2 and 7.4 for discussion and later addressing 7.6 in a separate public-hearing process.
Rex Sanders, the city's interim human-resources director, told the council that a 'police cadet' position — a volunteer role for high-school students — had been incorrectly shown with a salary in the salary table. Council moved to strike the police-cadet salary from the chart and approve the remainder of item 7.2. Council also approved item 7.3, the annual appropriations limit for fiscal year 2027, after brief comments.
The council voted to approve warrant registries and several consent items not pulled; staff read several expenditures into the record (including a $297,000 contract for El Toyon Park improvements and payroll totals and utility figures for the reporting period). The pulled planning item (7.6) was set for a future public hearing in the district where it was located, per a council member's request.
