Mission Viejo staff selects developer for ‘Site 3,’ negotiations to begin

After a closed session, city staff told the council it selected one of four proposals for “Site 3,” a housing parcel near Saddleback College and Home Depot; staff will begin negotiations and return to council with an agreement if talks succeed.
Mayor Bucknam opened the Jan. 13 meeting and asked the city attorney to report out of closed session. The city attorney said there was "no reportable action from that closed session" but confirmed staff had analyzed four proposals for Site 3 and selected one developer to begin negotiations. If negotiations are successful, staff will bring the agreement back to the council for consideration.
Council and staff described Site 3 as the parcel below Saddleback College near the Home Depot corridor and reiterated that the selection is the next step in implementing the city’s housing element. Mayor Bucknam said earlier that the Site 3 process would comply with the Surplus Land Act and that staff will seek innovative proposals, potentially including public–private partnerships. No formal contract or vote occurred at the Jan. 13 meeting; council action will follow any completed negotiations and a brought-back agreement.
