Council approves Naviant statement of work to expand OnBase modules for community development software

The proposed statement of work for professional services exceeds $100,000, triggering council approval. Council Member Paul Glover asked what would happen if Naviant could not deliver the needed functionality; Mariah Hill said Naviant is an established company with government experience and that ongoing fees would be "significant" but manageable under staff plans. Adam Olsen said staff had "grilled" the vendor about city needs and "came away impressed" with the company’s response. Council Member Heidi Robinson moved to approve Resolution No. 2025‑R‑44; the motion was seconded by Bonnie Billings and passed by roll call vote with the votes recorded in the minutes.
