During the appropriation review, staff identified several program and contract items that add to the expenditure base. Chris Snead said the estimated annual cost to operate the new pier is roughly $140,000 including part-time salaries, with pending revenue estimates to be supplied by operations staff; she also said an additional $240,000 is budgeted to cover local jail utilities, medical and food costs.
Council members pressed staff for details about maintenance agreements (for example, with Sentara and the Peninsula Town Center), the timing for dredging and salt-pond permitting, and whether stimulus submissions might cover dredging or other capital work. Snead confirmed the city submitted a broad list of "shovel-ready" projects — roadway, drainage, dredging, school maintenance and a planned fire station — and that staff is meeting with cabinet secretaries and the governor's office in addition to entering projects into the state's stimulus portal.
Council also discussed an approximate $58,000 commitment to support airport route development under a prior agreement with the airport commission and asked staff to clarify the relationship between the Peninsula Port Authority, the airport commission and outstanding commitments.
