During the STR review, commissioners discussed zoning rules and whether recent approvals to allow sale of hotel units as condominiums (the "Browns Edition" approval) would enable immediate short-term rental use. Staff clarified the approval allowed sale of units as condos to private owners but did not automatically change short-term rental permits or zoning uses.
Commissioners also reviewed the current zoning caps by district: transition zone allows up to 10 STRs, Highland allows 2, downtown and lakefront commercial were read as unlimited under specified storefront/ground-floor rules, and light industrial allows 5. Members noted past zoning changes that shifted parcels between districts and said those changes affected where STRs were permitted.
The commission identified a need for legal review on grandfathering, year-to-year renewal authority and whether units sold as condos could immediately be used as STRs or would first require conditional-use and licensing review.
