The Munising Planning Commission on a special-call meeting discussed whether to hire an outside consultant to lead a short-term rental (STR) ordinance rewrite and enforcement program. The commission heard an extended presentation from a consultant who said his firm writes rural STR ordinances and administers registration, inspections and enforcement programs for multiple Upper Peninsula jurisdictions.
"I am the principal in Up North Planning and Zoning and Community Development," the consultant said, describing years of experience drafting ordinances and administering licensing programs. Commissioners asked whether Munisings scale made outsourcing appropriate and whether a contracted program would relieve staff workload and enforcement burdens.
Supporters of hiring a consultant argued the city lacks staff capacity. The chair said the commission must weigh whether to pursue a consultant or manage the process in-house and assigned commissioners homework to review the master plan, housing needs assessment and potential stakeholder lists before a follow-up meeting. Opponents cautioned against handing local oversight to an outside firm and raised questions about proprietary tools and local control.
The meeting concluded with the commission agreeing to tentatively meet again to choose between a consultant-led or city-led path and to ask the consultant for a scope of work and pricing options. The commission set a tentative follow-up date and asked staff to post supporting documents to the city website.
