City Manager Elaine Lister provided an update on Mission Viejo’s housing‑element implementation at the Jan. 27 meeting, describing activities at four sites the city is advancing.
Site 3 (a city‑owned parcel near the bridal shelter): staff completed the Surplus Land Act notice of availability, received four responsive letters of interest, and identified a preferred developer; staff said it is negotiating a draft agreement that will return to council at a future regular meeting.
Vista Del Lago (referred to as Site 11): the property currently has about 608 apartment units. The proposal described by staff would demolish 68 existing units and construct 418 new units in a higher‑density wrap style with 15% affordable housing; the project will go to the Planning and Transportation Commission on Feb. 9 before returning to council, officials said.
Burlington Coat Factory/Coco’s site (Site 10): staff said the proposal would demolish existing buildings and construct approximately 413 apartment units, including affordable units, in a five‑story wrap with a parking structure; the application is not scheduled yet and is expected to move forward in the summer after developer delays.
The Macy’s site at The Shops at Mission Viejo: staff said they have had several developer meetings and anticipate an application in the next few months.
Lister said staff will bring any required zoning adjustments and agreement documents to the Planning Commission and council as proposals solidify.
