Larry Hebert spoke to the Williamstown Planning Commission on April 8 about a residential project at 2511 VT Route 14 that he said would include two 4‑unit apartment buildings. "Basically, I am here to talk about the project located at 2511VT Rt 14 here in Williamstown," Hebert said, and showed maps, designs and drawings to the commission.
Hebert said each apartment building would contain four units, with one ground‑level unit outfitted to meet state handicapped‑access requirements. He explained that the connected Fox Run Road project had earlier been approved by the Selectboard and the state; that project includes additional apartments and had a state traffic study showing about 50 additional vehicle trips. Hebert described lot sizes for the subdivision averaging about 2 to 2.5 acres and said some lots would be larger with views toward Camel's Hump.
Hebert outlined environmental mitigation steps tied to the development: five amphibian crossings (including cement block barriers and tubes) to accommodate amphibian migration, and a negotiated replacement of 64 acres of deer yard at the state standard rate of $2,000 per acre—a expense he placed at $128,000. He also estimated that the combined projects would increase the town's grand list by roughly $14 million and suggested any tax impact would be limited to additional road maintenance. "The total of this project here and the other one will probably increase the Town’s Grand List to about $14 million dollars," Hebert said.
Hebert told commissioners he is working with state agencies, architects and permitting staff and is pursuing grant assistance; when asked about state programs, commission member Sam Lash offered to send information on the Community and Housing Infrastructure Program (CHIPS). The developer said lot‑ready parcels with utilities and site work complete would be priced starting around $99,000, and that two‑bedroom layouts are planned throughout the units.
