Planning board report: first year of new parking regulations shows mixed results

The report covered applications filed through the end of last year: of 10 approved applications, four provided the same number of parking spaces as prior rules would have required, three provided slightly fewer (1–3 spaces), two projects provided substantially fewer (about 20–40 spaces less), and one project actually provided more because it would previously have qualified for a 1964 exemption.
Staff cautioned the council that these figures reflect proposed site plans and the projects are not yet all constructed, so utilization and real‑world impacts remain uncertain. The planning board recommended continued monitoring (including developer utilization counts and municipal lot studies), exploring demand‑reduction measures (bike parking, transit incentives), and pairing the tracking with targeted utilization analyses to measure where cars actually park and how to manage hot spots.
