MassDEP staff walked applicants through tools and web resources designed to help proposals and said they had shortened the RFP by moving supplemental material online. Panmini highlighted INSPIRE, a capacity‑building tool that aggregates GIS layers, past project summaries and completed watershed plans, and said the department’s MasCleanWater toolkit and stormwater handbook are also useful resources.
She emphasized an eligibility form incorporated into the RFP that carries 10 selection points and advised applicants to complete it; presenters said the form helps applicants understand sometimes complex 319 eligibility and recommended applicants use the department’s QAP guidance and monitoring support when external data are needed.
