"A watershed plan is a comprehensive strategy that guides a community through the steps to restore, protect, and improve the health and ecological function of a watershed," the presenter said.
The official said reviewers previously accepted narrowly targeted projects aimed at making a site eligible for 03/19 funding, but the agency now expects broader watershed plans that address multiple resource concerns. She advised applicants to provide background that orients readers unfamiliar with the area, document prior actions, identify data gaps, include a range of structural and nonstructural practices, and spell out who will implement and evaluate the plan. The presenter also announced a watershed-based plan development workshop planned for later this fall to cover these topics in more detail.
