Neighbors raise strong concerns over parking, traffic and safety at Vista Del Lago hearing

Dozens of residents addressed the commission during a long public‑comment period, describing recurring problems they attribute to the existing apartment campus and warning that a six‑story, higher‑density redevelopment would worsen those problems.

Major themes in opposition: documented overflow parking on Pine Crest and adjacent streets, frequent crashes and near‑misses at the site driveway, concerns about two ingress/egress points creating a bottleneck in an emergency, the impact of added vehicle trips on Marguerite Parkway and Santa Margarita Parkway where many schools and senior communities are located, and the perceived incompatibility of a 6‑story building with surrounding single‑family neighborhoods. "This is a health and safety problem," one resident said, urging more traffic and fire‑safety analysis. Several speakers asked the commission to require additional mitigation (traffic signals, parking enforcement, lower building height or a staged plan that spreads units across other sites).

Developers and staff said the project proposes 658 parking spaces (185 more than the state minimum of 473 under the density bonus calculation) and that temporary construction staging and shuttle plans would limit construction area impacts. Staff and the applicant also pointed to a planned citywide Safe Routes to School update and available enforcement tools (72‑hour parking limits, sheriff enforcement) to address neighborhood spillover. Commissioners and staff encouraged neighbors to bring specific safety items to the city’s traffic committee for targeted review and potential operational fixes.
