The council asked staff to return with two distinct comparative data sets: a "shoot the moon" comparison that would benchmark against higher-paying entities, and a second comparison to all cities along the Wasatch Front. Council Member Susan Stewart pressed staff on budget implications of changing ranges and promotion steps, and the council reached consensus that staff should present how the new ranges would operate in practice.
Palmer also said staff would examine the methodology used in years when formal salary comparisons were not completed to determine whether the approach remains appropriate.
