Commission debates parking, ADU requirements and commercial setback language
Summary
Commissioners reviewed parking rules and setbacks: staff said ADUs are not required to provide parking under state law, the draft requires one off-street space per dwelling unit, and members debated whether the code should require two spaces or clarify driveway width; commissioners also raised concerns about 0-foot commercial setbacks that could complicate future street widening.

The commission examined several development standards including off-street parking requirements, accessory dwelling unit (ADU) parking and front setbacks for commercial blocks. Staff said the draft requires one off-street parking space per dwelling unit, and that state law does not require separate parking for ADUs; commissioners debated whether a one-space requirement is sufficient and whether to adopt driveway-width standards or require two spaces where feasible.
Commissioners also flagged downtown commercial blocks where buildings sit at a 0-foot front setback; members worried that if the city later widens the street those buildings would be legal nonconforming and could complicate right-of-way projects. Staff agreed to research existing right-of-way widths and to consider editing setback language to match the prevailing development pattern.
