Windsor halts contractor negotiations on Duke Street and Virginia Ave. water-main project

Town Manager William Saunders IV told the Windsor Town Council on July 14 that the town has ceased negotiations with the contractor responsible for the Duke Street and Virginia Avenue water-main replacement project and is working with the contractor's bond company to resolve unfinished work. Council was told staff have begun exploratory testing to determine possible causes of the contractor's failures, and letters were sent to affected residents explaining the status.
Saunders said the town is pursuing resolution through the contractor's bond and is conducting testing and sampling to determine next steps. No motion to award or reassign the contract was made at the meeting; council received the manager's update during the capital projects portion of the manager's report.
